The Adjudicative Decision as an Object of Measurement

Learning outcomes

After studying this subject, the learner will be able to:

  • define an adjudicative decision as a composite data unit rather than a score alone;

What CAMS actually measures

CAMS measures the production of the adjudicative decision. The dish is the object of sensory and technical assessment, but the decision is the object of adjudicative measurement. This distinction is essential. A dish has properties, yet the competition record contains a human judgment produced at a certain moment, under certain conditions, and through a particular recording process.

A score is one component of the decision, not the decision in full. A score of 84 does not explain what the judge perceived, how that perception was interpreted, how confident the judge was, whether discussion occurred before registration, or whether the sample was in the intended condition. CAMS therefore defines the Judging Record as:

JR = {O, S, K, C, T, R, A}

The components are:

  • O — Observation: the direct sensory or technical observation.
  • S — Score: the raw value issued by the judge.
  • K — Confidence: confidence that the observation and score accurately express the judgment.
  • C — Context: information and conditions available at the moment of judgment.
  • T — Time: tasting and registration time and the position of the decision within the session sequence.
  • R — Reasoning: the professional interpretation connecting observation to the standard.
  • A — Authorization: the approval stage and the identity of anyone reviewing or authorizing a change.

This structure is not designed to produce paperwork. It protects meaning. Every component answers a question that the number cannot answer. When the components are connected in one record, review can examine the judgment without turning the process into a personal confrontation between judge and competitor.

Layers of a professional decision

A sound decision passes through defined layers. The process begins with perception, continues to professional interpretation, assigns an effect on the score, records confidence, and reaches authorization. If the layers are mixed, interpretation may be written after the result is known or the observation may be rewritten to justify an already chosen score.

A useful observation can be understood by another qualified person. “I did not like the dish” does not identify an event. “The crust lost crispness within two minutes of service and moisture increased at the center of the sample” describes a condition connected to time, texture, and service. Interpretation then asks whether the change reflects technical failure or an intended property. Only then is a score assigned under the declared standard.

The raw score must be closed before panel discussion. Closure does not prohibit correction; it preserves the original state. If the score changes, the system records the earlier value, new value, reason, and authorizing person. Change itself becomes measurable evidence.

Conditions of measurability

A decision can be analyzed when it contains the following properties:

  • Initial independence: first registration occurs before panel opinion is heard.
  • Sample linkage: no score exists without a specific sample code.
  • Time stamping: tasting, closure, and modification times are retained.
  • Semantic separation: observation, interpretation, and score are separate fields.
  • Non-erasure: an earlier state remains available after modification.
  • Authority identification: the record shows who changed what and under which rule.
  • Retrievability: the complete path can be reconstructed during review or appeal.

The absence of one condition does not automatically cancel the judgment, but it reduces its evidential strength. The governing rule is simple: adjudicative authority increases as inspectability increases.

Record distortions

Four distortions frequently affect a judging record. Retrospective justification occurs when notes are written after the score and shaped to support it. Independence contamination occurs when a judge hears a strong opinion before closing the card. A transfer gap occurs when a paper value is incorrectly entered into the digital system. Borrowed authority occurs when a judge changes a decision merely because a chair or famous colleague takes another position.

CAMS controls these distortions through closure timestamps, a non-erasing modification history, concealed scores during the independent round, automated comparison between original and final registration, and a required professional reason for every change.

The independent mean is 75.3, while the post-discussion mean is 80.0. Final convergence does not establish strong consensus because Judge C’s large movement was not based on a new observation, retasting, or a defined standard. It was based on another person’s authority.

CAMS preserves both states: the independent measurement state and the reconciled state. Judge C’s record is flagged for review because a fifteen-point movement reveals group influence that must not disappear inside the final average. The final score may still be adopted under competition policy, but process quality is now measurable and capable of improvement.

Applied laboratory: registration before and after discussion

Purpose

Measure the influence of group discussion on individual decisions and distinguish evidence-based correction from authority-based or conformity-based change.

Procedure

  • One coded dish is presented to a panel of four learners.
  • Each learner independently records observation, score, and confidence and closes the record.
  • The supervisor reveals the score range without identifying judges.
  • A five-minute professional discussion is conducted; authority-based language is prohibited.
  • One retaste is permitted if the dish condition remains comparable.
  • Every learner records a final decision and a reason for maintaining or changing it.
  • Change is calculated for each judge:

Practical assessment

The learner receives a simulated panel record containing independent and final scores, notes, and timestamps. The learner must:

  • verify completeness of the Judging Record;
  • calculate each judge’s movement and both means;
  • classify modification reasons;
  • identify cases in which independence was harmed; and
  • write an audit decision distinguishing result usability from process quality.
